Lisa Duffy is a program assistant for the PbS Learning Institute. She holds a B.A. in Women’s Studies and a Master of Fine Arts (MFA) in Creative Writing from the University of Massachusetts Boston. She has extensive experience in writing, editing, and content creation for private, healthcare, and non-profit organizations. A published novelist with three book club favorites from Simon & Schuster, Lisa’s writing can be found in numerous literary journals, print, and online publications.
Congratulations to the 2022 PbS Barbara Allen-Hagen Award Finalists!
Performance-based Standards (PbS) is proud to announce the finalists for the 2022 PbS Barbara Allen-Hagen Award, recognizing facilities that best exemplify PbS’ commitment to treating every young person as one of our own.
Each finalist uniquely demonstrated how data can be used to improve outcomes for young people and staff by integrating research-based practices. They focused on improving intake processes and mental health services to prevent suicidal behavior, increasing communication and training to reduce incidents and confinement, and creating proactive approaches for staff safety and well-being. The five finalists—all using PbS’ data-driven improvement model—showed a strong commitment to teamwork, superb communication and thorough planning.
“We honor these leaders and staff who not only showed up for the young people in their care during the pandemic, racial injustice and economic crises, but went above and beyond to do their work even better,” said PbS Executive Director Kim Godfrey Lovett. “Thank you for your inspiration and dedication.”

One finalist in each category will be selected as the winner by the PbS Barbara Allen-Hagen Award Selection Committee and honored at the annual awards ceremony on Aug. 5 in New Orleans. The PbS Barbara Allen-Hagen Award was established in 2007 to honor Barbara Allen-Hagen and her retirement from the Office of Juvenile Justice and Delinquency Prevention (OJJDP). Her dedication to improving the quality of life in facilities has helped drive PbS to its current success. The award is given to a correction, detention/assessment and community program who best exemplify PbS’ commitment to treating all youths as one of our own by developing and implementing strategic plans to change practices that results in positive outcomes for youths, staff and families.
