PbS measures and monitors facility practices by collecting and reporting data from administrative records and survey responses from youths, staff and families to provide a holistic picture of the conditions and quality of life in residential facilities, highlights the practices that are effective in promoting youths’ healthy maturation and identifies those that are not. PbS data is reported every April and October. PbS trains staff to use the information to change practices and support reforms implementing the adolescent development approach.
The 2021 PbS Scholarship is Now Open!
We’re excited to announce that the PbS Education and Employment Foundation 2021 Scholarship Award is now open! PbS invites all staff and youths from PbS-participating facilities and programs to apply.
This year the Annie E. Casey Foundation has generously donated $10,000 to go towards scholarships. The awards of $1,000 or $2,000 will be given to help offset the costs of university degrees or college credits and support efforts to further post-secondary education. So far the Scholarship Awards have helped 15 individuals earn bachelor or master’s degrees, or college credits.
We are changing things up this year in several ways:
- Scholarship awards can now be used to fund either one or two semesters;
- We have doubled the funding for staff applicants;
- We are inviting youth applicants to join our PbS Education and Employment Foundation Advisory Board to help us expand membership; and
- Staff and youths can submit a voice/video recording (two to three minutes) in place of a written essay.

Applications close March 31, 2021 and winners will be announced in the spring.
